Recruitment of Volunteers and Paid Staff
It is important that we make every effort to recruit safe people into post within our churches and discourage those who may not have the best interests of our children and vulnerable adults from applying; this can only be achieved by rigorous and safe recruitment.

You cannot rely solely on DBS Criminal Record checks. You need to have a strong culture that ensures you are safeguarding those in your church which includes good safe recruitment procedures. The nature of churches means that there may be others in your congregation who could pose a risk to these groups. You need to apply vigilance and common sense to make sure that all know your policies and how to report anything that causes concern.

The diocese has updated the Safer Recruitment Guidance for use in parishes which is a simplified version of the national guidance.

Safer Recruitment Guidance

The following forms are to be used by parishes when completing the recruitment process with volunteers and paid staff - PLEASE DO NOT USE THE FORMS SUPPLIED BY CCPAS
At all points and every step you should include your church’s commitment to safeguarding and reaffirm your safeguarding policy.  All role descriptions and documentation should contain an explicit statement stating:

The church takes the safety of everyone within the church very seriously and expects that everyone will work within the church safeguarding policy. In particular, the church expects anyone who becomes aware of a safeguarding risk or of actual abuse, to immediately raise this with the person with safeguarding responsibility in the church.

All volunteers and paid staff must be recruited using the safer recruitment process
DBS Checks
Taking up a Disclosure and Barring Check is the last stage of an appointment process. 

If your parish has made a decision that the role applied for is subject to a DBS check then this must be done using the online CCPAS Disclosure Service.  Every parish must have registered to be able to use this system

To apply for a DBS check using the online system the applicant must log onto the system (using the password supplied for their individual parish) by following this link: .  The applicant should click in the orange box where it says start application and then complete the online application.  Once this has been completed and saved then the Lead Recruiter or additional recruiter will need to check evidence of identity from original documents, then log onto the online system (using the password supplied for their individual parish) by following this link: The Lead Recruiter or additional recruiter should click in the green box where it says manage applications and enter all the details of the evidence of identity supplied, when completed send it electronically to CCPAS. 

CCPAS will then be responsible for checking and authorising the application and forwarding it to the Disclosure and Barring Service.  Once processed a paper certificate will be issued by the Disclosure and Barring Service to the applicant and an electronic result will be sent to the Lead Recruiter and the Diocese.

From the online system your Lead Recruiter and the Diocese will be able to view if an application is blemished or clear, although they will not be aware of the information contained on a Blemished Disclosure.  ALL blemished disclosures must be posted by the applicant in an envelope  marked ‘confidential’ to:

Photocopies of blemished disclosure certificates are not acceptable.

Information will be stored online for 6 months and then deleted; Lead Recruiters will therefore need to record on an applicant’s original application form the date the disclosure was issued and the number.
